General Summary Gritter Francona, Inc. is currently seeking a full-time SharePoint and Web Administrator to join our team. The position will be located on client site at 301 7th Street, SW, Washington, DC 20528.

Essential Duties

This role will be responsible for serving as the Office 365, SharePoint and or MS OneDrive Administrator for the Department of Homeland Security's (DHS) Office of the Chief Information Officer (OCIO). This person will develop and maintain Section 508 compliant OCIO sites, subsidiary sites and related sites utilizing advanced Microsoft, SharePoint or future software functionalities and capabilities, as applicable. This position will support DHS OCIO Executive Leadership, senior management and OCIO staff in a highly visible, fast-paced, time-sensitive, IT-driven environment.

Specific responsibilities of this role include but are not limited to:

  • Design, configure and deploy new Section 508 compliant websites, document libraries, lists, SharePoint sites and other design functionalities tailored to customer specifications based on customer requests
  • Design layout, color, graphics, font and content to make intranet and websites user-friendly and fully functional including design and upload icons, animations, banners and various graphic products for attractive interface designs and applications.
  • Use JavaScript, jQuery, C#, HTML/HTML5, ASP.net (ASPX) and other platforms as required to design, configure and maintain OCIO SharePoint sites.
  • Utilize SharePoint or other DHS approved designer tools to create, modify and upgrade Master Pages, Style Sheets and complex workflows. The Contractor shall develop site designs and content concepts for site-layout changes, web part configurations and custom lists that improve site capabilities. The Contractor shall utilize File Hosting, Microsoft Office Access, Visio, Excel, InfoPath Forms, business intelligence integration, dashboards and data surfacing to manage search and graph functionalities.
  • Coordinate with OCIO to review new software, new hardware and all updates ensuring compliance with the Network Service Change (NCS) process for approval for use within the DHS HQ Network (A-LAN) environment.
  • Utilize SharePoint-based applications and technologies, including but not limited to, InfoPath Forms, Workflows, Microsoft SQL Server Reporting Services (SSRS), SQL Server, SQL Server Analysis Services (SSAS), SQL Server Integration Services (SSIS) and PerformancePoint to design reports, templates, dashboards, scorecards and metrics.
  • Perform content management for SharePoint and websites including developing and managing a centralized repository process to receive and process new, change and upgrade requests, site permissions, document sharing and troubleshooting user issues to the IT Help Desk.
  • Coordinate industry software updates and assist with migration to newer platform versions. And support continuous development of the SharePoint and website concepts, interface design and architecture.
  • Create and maintain secure sites to store, organize, share and access records, documents, files and information from any DHS approved device.
  • Implement a record and document management tool in compliance with DHS Record Management Policies.
  • Utilize intranet and web sites to manage projects, communicate with stakeholders, track service level reports, monitor survey analysis, share documents and records management, in compliance with records retention policies. The Contractor shall monitor and track projects, internal communication deliverables, external communication deliverables, data, photography and other deliverables. The Contractor shall attend customer and staff meetings.
  • Develop, coordinate and conduct intranet and web site trainings for end-users, customers, team members and OCIO staff. The Contractor shall develop and write Standard Operating Procedures (SOP) documents, workflows and training materials defining technical requirements and user-friendly instructions for end-users, customers, team members, second-party contractors, third-party contractors and OCIO staff to utilize the site features and functionalities. The Contractor shall research and complete continuous learning trainings maintaining current knowledge and expertise to perform intranet and website design, development, configuration and maintenance.
  • Coordinate with OCIO and the IT Service Desk to manage, track and report the status of processing intranet and website related tickets.
  • Support migration of internet and web site software to future software and provide technical support in upgrading and resolving software upgrade and migration issues.
  • Develop professional working relationships within DHS, OCIO and the IT Service Desk to enhance the operational efficiency of operations and maintenance support.
  • Communicate and coordinate with all levels of DHS staff, OCIO staff, management, senior leadership, second party contractors, third-party contractors, internal and external stakeholders to effectively manage intranet and web site support.
  • Conduct quality assurance of SharePoint content and OCIO documents uploaded to SharePoint and websites. The Contractor shall perform technical writing, as required for back-up, ad hoc and special projects.
  • Create and maintain electronic correspondence files utilizing SharePoint, Microsoft, DHS Shared Drives other software capabilities, as requested by the Program Office.
  • Develop, produce and distribute Weekly Status Reports, Monthly Status Reports, Quarterly Reports, Annual Reports and Ad Hoc Reports for OCIO customers and Government managers.
  • Execute event communications, including coordinating events, scheduling calendar invites and sending email communications, announcements and notifications.
  • Develop and distribute draft agendas and documents to the appropriate reviewing and approving government personnel, three (3) business days prior to the meetings and events.
  • Perform audiovisual coordination, telecommunications coordination, and logistical coordination for OCIO meetings and events including on-site support for managing speaker presentation schedules, reserving Conference Rooms, set-up of Video Conferencing and secure Telephone Conference Call Dial-In Bridges, and coordination with the IT Help Desk to test and troubleshoot A/V and telecommunication capabilities.
  • Type detailed, accurate and error free Meeting Minutes documenting meeting proceedings within four (4) hours or the next business day after the meeting concludes.
  • The Contractor shall develop and maintain an action tracking and reporting system to track and report the assignment and completion of action items assigned in OCIO meetings and events.
  • Coordinate entry, receive and escort visitors, approved by Government managers, for OCIO meetings and events.
  • Interact with clients in a professional manner
  • Provide internal support to GFI's marketing and communications materials and website

Skills and Qualifications

  • Ability to work in a fast-paced environment, time-sensitive environment
  • Expert in Microsoft SharePoint
  • Expert knowledge of JavaScript, jQuery, C#, HTML/HTML5, CSS, ASP.net (ASPX) and other platforms as required to design, configure and maintain SharePoint sites
  • Expert knowledge of web design and development
  • Excellent attention to detail
  • Expert in English grammar, writing best practices, and ensuring writing style guidelines
  • Experience with meeting and event coordination, a plus
  • Experience with IT communications, a plus
  • Experience with using content management systems, a plus
  • Government experience, a plus
  • Must be able to work in a team environment
  • Must be able to obtain a Secret clearance
  • Must be a U.S. citizen

Education and Experience:

  • BS/BA Degree required
  • SharePoint Certification, a plus
  • 12 years total experience including 8 years of combined SharePoint and Website specialty experience
